Provide Your Input on the U.S. Army Corps of Engineers’ Draft 2024 Back Bay Feasibility Study
The U.S. Army Corps of Engineers released the 2024 Integrated Draft Report and Environmental Assessment for the Miami-Dade Back Bay Coastal Storm Risk Management (CSRM) Feasibility Study. This Draft Report is an interim response to identified coastal storm flood risks from storm surge flooding. The study develops and evaluates CSRM alternatives for Miami-Dade County as part of a multi-phased risk management approach. The public feedback period is open from April 23 – May 23, 2024.
What’s Included in the Draft Feasibility Study?
The Miami-Dade County Back Bay Study is a comprehensive Coastal Storm Risk Management (CSRM) Feasibility Study conducted by the U.S. Army Corps of Engineers in collaboration with Miami-Dade County. The study aims to explore opportunities for protecting vulnerable areas in Miami-Dade County from future storm surge damage. The project’s purpose is to reduce economic damage associated with coastal storms and improve human safety and coastal resiliency in the Miami-Dade County Back Bay. The Recommended Plan includes a combination of structural measures (such as surge barriers and floodwalls), non-structural measures (such as flood proofing, relocation, and elevation of structures) and natural and nature-based features (such as oyster reefs and mangrove plantings). The study area includes both coastal and inland regions at risk from coastal storm flooding and sea level rise.

The U.S. Army Corps of Engineers is taking feedback on this report now through May 23, 2024.
Residents can learn more about the report and provide direct feedback to the U.S. Army Corps at their public forums:
- May 2: In-person meeting at Main Library at 4pm
- May 6: Climate Resilience Committee briefing at Miami City Hall at 6pm (no feedback, presentation only)
- May 7: Virtual Meeting at 6pm
The feedback received will be considered by the joint USACE and Miami-Dade County study team and used to inform the development of the final feasibility report, which aims for Water Resources Development Act (WRDA) authorization in the upcoming WRDA of 2024.
